Domestic end product
Federal buying rules use a two-part test. First, the product has to be manufactured in the United States. Second, the US-made parts inside it have to add up to more than a set share of the total parts cost.
That share is 65% for products delivered from 2024 through 2028. It climbs to 75% in 2029.
This is why final assembly alone is not enough. Matic designs, assembles, tests and supports its robot in California, yet its co-founder told Forbes the company does not hit 65% yet. Batteries, motors, circuit boards and camera chips still come from overseas suppliers.
